You can use Skins to move various looking characters with the same animations.

To make the difference of the bouncing for some hair styles, you can adjust the weight of each attachment. First, animate bones for hairs with the mesh attachments you want to bounce bigger than others. Then, bind mesh attachments for other hairstyles to those bones, and when setting the weights, assign more weight to the parent bone of the hairs, such as head bone. This will make the hair attachments do not 100% follow the bones, so you can make the difference of the bounce for each hair style.
