The top one has more and brighter colors, larger movement that is less repetitive, and it has a word with letters that animate and flash. All that makes the top one draw more attention.

The bottom one is still cool looking, but it's hard to compete with the top animation.

Thank you very much for your feedback and for your vote. I was doing a presentation on whether animation can beat good art (static drawing). For static art voted as follows: 84% - an elephant. 16% - penguin. For the animation, the voices have changed: 57% - a penguin, 43% - an elephant. A little over 100 people voted. The conclusion is that even if the picture is drawn worse, animation can make it cooler.
