I have a bunch of bones on a path constraint, the path itself is binded to several bones. If I move the bones, the pathConstraint bones move following the path.

However, if I apply a Transform constraint onto the path's bind bones, the path still moves if I move its transform cons bone, but the PathConstraint bones now just stay in place even though their curve is moving.

What is weird is that I had this problem before and I was able to fix it, but this time no amount of trying again and re-rigging changed the result. Is there a way to do what I'm trying to do?

Did you know you can drag constraint to choose which is applied first?
Constraints: Order

If the path constraint moves it's constrained bones to the path, then the transform constraint moves the path's parent bones, the path constraint's constrained bones will stay where they are.

Just to add to Nate's answer, the following tip may help you:
